More gloomy news on the economic front for Malaysia as a member of the government’s National Economic Council predicts that unemployement could hit as high as 6.0 percent this year, the highest in two decades.

Citing worse-than-expected economic slowdown, Zainal Aznam Yusof expects GDP growth to be around 2.0 percent, lower than the official forecast of 3.5 percent.

“It is a shock to the system and the brunt is on employment,” Zainal was quoted as saying. “Malaysia has a working population of 11 million. A six per cent rate translates into 660,000 unemployed people.

“We should brace for a large overhang of unemployed, especially when the graduates enter the job market.”

Zainal expects retrenchment to take place across all sectors of the economy, with export industries likely to be worst-hit..

In the construction and plantation sectors, most of those laid off will be foreigner workers. However, locals will suffer more in the services and manufacturing sectors.

“So far, the monthly retrenchment is not huge yet, but it is going up,” he said.

Najib concedes budget deficit will rise again

Meanwhile, Deputy Premier and Finance Minister Najib Abdul Razak said the country’s budget deficit will be pushed up higher than the 4.8 percent of GDP level that he forecast in November.

The reason being that the government plans to launch a second economic stimulus package soon.

A RM7 billion package introduced in November last year, in addition to the RM209.7 billion 2009 budget package unveiled in September, will not be sufficient to arrest the economic decline, he admitted.

Najib also said more than 70 per cent of the RM7 billion plan has been implemented up to now. Less than two weeks ago, he had drawn flak for admitting that none of the initiatives outlined in the package had been carried out.

“Procedures are being streamlined for speedy implementation of the projects, which have a high impact and high multiplier effect to stimulate the nation’s economic growth and resilience,” he said.

Najib declined to say if the budget deficit could hit 6.0 percent as speculated.

“It all depends on the fiscal pump-priming that we are going to do,” he said. “I am working on it. I will let you know when we present the second stimulus package.”

Borrowing rose even in good economic times

Malaysia has drawn sharp rebuke for its financial indiscipline. While economists recognise that the government will have no choice but to spend its way out of trouble, they point out that the current pace of taking on debt was risky.

Money market analysts expect the government’s net issuance of debt securities to shoot past the RM60 billion mark and hit a fresh record high in 2009.

For comparison, in 1997 net debt issuance was just RM 3.8 billion, pushed up to RM17.7 billion in 1998 by the Asian financial crisis.

But despite the government’s promise to balance the budget, it has steadily ballooned from then on, crossing the RM50 billion ringgit mark for the first time to end 2007 at RM53.7 billion. In 2006, the figure was RM38.33 billion, RM34.7 billion in 2005.

“If you look at the trend, you will see Malaysia borrowing whether in good times or bad times. There has been little discipline, and when you look at the economic structures in place, you wonder where the money went,” said an economist at a large bank.

“Other governments, like Singapore, can afford to really bring out their reserves now because they were prudent in the past. We are already in record negative territory and this is despite the past few years, which were wonderful economically.

“What happened then, why didn’t we balance the budget then? More importantly, will this time be any different or will the same happen to all the proposed, new spending. Will we be able to see it or feel its effects this time?”

TIGA lagi ADUN Barisan Nasional dari Umno bakal mengikuti jejak langkah ADUN Bota, Nasarudin Hashim yang menyertai KeADILan Ahad lepas.

Perkara ini disahkan oleh Menteri Besar, Mohamad Nizar Jamaluddin ketika dihubungi Suara Keadilan.

Beliau berkata ketiga-tiga ADUN tersebut telah menemui beliau baru-baru untuk berbincang mengenai masalah yang dihadapi mereka selaku wakil rakyat di kawasan masing-masing termasuk kemungkinan keluar Umno.

“Mereka ada berjumpa saya dan kami mengamalkan sikap terbuka. Kami berbincang bagaimana pihak kerajaan negeri boleh membantu meringankan beban mereka selaku wakil rakyat. Mereka gembira dengan dasar yang dilaksanakan oleh kerajaan negeri Pakatan Rakyat terutamanya berhubung usaha meningkatkan hasil pendapatan dan “Mereka juga mengadu kekecewaan mereka kepada saya kerana kebanyakan wakil rakyat Umno di Perak dilarang oleh parti mereka sendiri untuk bertanding Ketua Bahagian.

“Ada diantara mereka yang tidak mahu akur kepada arahan parti lalu bertanding dan kalah.

“Keadaan ini amat mengecewakan mereka kerana selaku wakil rakyat mereka pemimpin di peringkat kawasan tetapi tidak di peringkat Umno bahagian,” terang Nizar.

Beliau turut mengalu-alukan keputusan Nasarudin untuk bersama-sama KeADILan di Perak dan menganggap tindakan beliau mampu mengukuh serta memantapkan Pakatan Rakyat Perak serta mengongcang BN di negeri itu pada masa yang sama.

Nizar juga menyanggah kenyataan beberapa pemimpin Umno yang melabelkan tindakan Nasarudin sebagai mengkhianati pengundi.

“Saya kagum dengan keberanian Nasarudin dan menganggap beliau seorang yang luhur budi bahasa dan pekertinya. Di dalam Dewan Undangan Negeri pun beliau sentiasa bertanya soalan dengan lemah lembut dan berlandaskan fakta bukannya merapu.

“Sudah tentu orang seperti beliau tidak boleh kekal lama dengan budaya dan naluri Umno yang menekan dan mengekang kebebasan bersuara ahli-ahli mereka.

Ditanya mengenai pelbagai tekanan yang bakal dihadapi ADUN yang berhasrat menyertai Pakatan Rakyat, Nizar menegaskan BN sepatutnya memberi kebebasan kepada wakil rakyatnya samada mahu terus kekal bersama BN atau menyertai parti pilihan mereka.

“Kalau wakil rakyat ini ditekan rakyat akan melihat Umno dan BN sebenarnya tidak mengamalkan demokrasi seperti mana yang mereka laungkan.

“Jangan tekan, ugut atau apa-apakan mereka, berikan mereka kebebasan dan hormati proses demokrasi yang sihat,” Nizar memberi amaran.

Saya amat tertarik dan mengikuti dengan dekat perkembangan politik Amerika terutama sepanjang tempoh kempen pemilihan presidennya yang berakhir dengan kemenangan Barrack Obama. Malahan anak saya yang berada di sana turut membantu memberikan laporan kempen presiden sebagai menambahkan sumber rujukan saya.

Di Malaysia, saya sendiri melihat dan berada di dalamnya. Antara yang membezakan kaedah berkempen dan berkomunikasi di State (US) dan Malaysia adalah mereka menggunakan kemudahan komunikasi secara maksima, manakala politikus Malaysia mengabaikannya.

Obama, bukan manusia yang ‘terlalu’ hebat tetapi beliau mempunyai rantaian dan rangkaian sahabat yang hebat serta beliau cekap menggunakan segala peluang dan kemudahan yang ada.

Saya tidak berminat untuk menyentuh wakil rakyat UMNO/BN. Mereka hendak terlentang, terlingkup, tertiarap atau menonggeng, sukahati dia orang. Bagi saya, mereka adalah spesis yang hampir pupus.

Saya rasa berhak dan bertanggungjawab untuk menegur wakil rakyat dan wakil parlimen dari kalangan Pakatan Rakyat kerana seperti ramai pembaca Kerajaan Rakyat, saya sendiri adalah antara yang memberikan undi kepada mereka. Jika mereka lalai dan buat silap, saya kira wajib bagi saya dan semua yang memberikan undi kepada mereka menegurnya.

Tinggal lagi satu bulan akan genapnya setahun berlalunya PRU-12 yang telah mentsunamikan UMNO/BN dalam arena politik Malaysia. Jika dikira dari sudut maruah, UMNO/BN telahpun kalah diperingkat nasional. Pakatan Rakyat telah menang. Tetapi, bayangan kecundangan Pakatan Rakyat dalam PRU-13 nanti tidak boleh dipandang sepi.

Kelemahan dan sifat ‘malas’ menimba ilmu dikalangan beberapa wakil rakyat Pakatan Rakyat, Parti KeADILan khususnya amat memualkan. Terdapat beberapa lembaga dalam Pakatan Rakyat yang bergelar YB tidak peka terhadap kepentingan ‘komunikasi maklumat’ memang tidak dapat disembunyikan lagi.

Beberapa hari lalu saya telah mengingatkan kepada pegawai khas Datuk Seri Anwar agar tindakan susulan yang drastik perlu diambil untuk memastikan para wakil rakyat KeADILan berinteraksi secara aktif dengan rakyat samada melalui blog, email atau sms.

Daripada penelitian dan pengamatan saya, terdapat beberapa EXCO, ADUN dan wakil parlimen di Selangor yang tidak mengindahkan email yang dihantar oleh rakyat kepada mereka. Lebih mendukacitakan terdapat beberapa YB yang langsung tidak membuka atau membaca email-email tersebut.

Barrack Obama mengakui bahawa beliau telah menggunakan segala kemudahan IT semasa kempennya dan bertegas untuk terus menggunakan ‘BlackBerry’nya sebagai salah satu daripada kaedah beliau berhubungan dan mengetahui dunia luar dengan cepat dan pantas. Barrack Obama adalah presiden Amerika Syarikat!

Saudara Anwar Ibrahim telah menerima lebih daripada 1,000 sms dan email pada hari pengundian semasa PRK Kuala Terengganu dan beliau telah membalas sebahagian besar daripadanya. Malahan dalam keadaan dan pada hari biasa, Anwar Ibrahim akan membaca kesemua email yang dikirimkan kepada beliau sebelum tidurnya atau sebelum waktu solat subuh dan beliau memberi respond kepada semuanya. Anwar Ibrahim adalah ketua umum parti KeADILan! Malangnya, ramai wakil rakyat yang berada dikelilingnya telah gagal mengikut caranya.

Jelas kaedah yang digunakan oleh Barrack Obama dan Anwar Ibrahim untuk berhubungan dengan pengundi dan rakyatnya juga dipunyai oleh para wakil rakyat KeADILan tetapi mereka samada culas, malas atau tidak tahu menggunakannya. Nampaknya, lebih cerdik anak jiran saya, baru berusia 6 tahun tetapi tahu bersms, beremail dan berfriendster.

Datuk Seri, saya kira saudara kena bertegas dalam hal ini. Pastikan wakil rakyat KeADILan dan Pakatan Rakyat mengekplotasikan segala kemudahan perhubungan yang tersedia agar mereka lebih peka dan tidak tersisih dan dipinggirkan oleh rakyat kelak.

ANWAR : WE ARE READY FOR THE PENSIANGAN BY-ELECTION

Eyes are on the possibility of another by-election soon after Kuala Terenggan, and this time will be litmus test for the strength of Pakatan Rakyat in East Malaysia ie Pensiangan Parliamentary seat of Sabah .

BN’s Sabah Chief Minister Datuk Seri Musa Aman sounded defensive when he said the Opposition will, as usual, claim confidence of winning the seat. Thus, he asked the BN members to work hard to prevent that from happening.

Meanwhile, the Federal Court has yet to hear Parti Bersatu Rakyat Sabah (PBRS) president Tan Sri Joseph Kurup’s appeal against the Election Court’s decision that his election as the Pensiangan member of parliament was null and void.

Parti Keadilan Rakyat de facto leader Datuk Seri Anwar Ibrahim issued a statement in Kota Kinabalu on Friday that the party was ready for the Pensiangan by-election.

Pakatan Rakyat wrested control of Kuala Terengganu Parliamentary seat, a stronghold of UMNO/BN since the first Malayan election in 1955. Datuk Seri Najib, the Prime Minister in-waiting, personally led the by-election campaign and promised ‘do or die’ for BN. Below are the results :

The recent United Nations Resolution called for an immediate ceasefire of the Gaza-Palestine conflict and unimpeded provision and distribution of aid to Gaza, as well as measures to halt arms smuggling and open the borders.

Yet, the indiscriminate killing of civilians in Gaza-Palestine have continued to escalate at an unprecedented rate, raising alarm of a greater regional conflict and threat to world peace.

The cruelty inflicted by the Zionists of Israel on civilians must be stopped immediately. However, ending the violence seems a near-impossible task when a compromise can hardly be reached by the warring parties.

This is a conflict that bears a historical baggage …

UMNO members are facing the two sides of the same coin when money politics is concerned. There is the Umno Disciplinary Board on one side, and the Malaysian Anti-Corruption Commission (MACC) on the other. 

“Although we are not referring any of our cases to the MACC, we are working concurrently with them. And, maybe, they are investigating some of these cases as well. We don’t know,” emphasised Umno Disciplinary Board member and Umno Legal Adviser Datuk Mohd Hafarizam Harun.

Although the MACC has hinted that more Umno members would be brought to court for corruption, the disciplinary board has dispelled any notion it was slowing down its own investigation.

Mohd Hafarizam said it was business as usual for the board and that it was currently investigating more than 100 cases of political corruption.

He explained that some party members had filed reports to both the board and the MACC and that each was conducting its own investigation.

“We are not dropping these cases just because MACC is also on them, and neither is MACC. And I have to point out that even if these people are later found not guilty in a court of law, they may not escape us.

“This is because we are investigating under the party’s Code of Ethics, i.e. abuse of power while the MACC’s investigation is on the criminal nature (of the offense),” he said.

He, however, admitted it also depended on whether those cases were part of the reports they had received, as they could not initiate their own investigation without an official complaint.

Datuk Mohd Hafarizam told Bernama in no uncertain terms as stated above.

Money politics seems to have crept in during the time when Dr. Mahathir was holding the helm of the party. It is getting worst as the days go by. Some analysts even suggest that if there is no stop of it, UMNO will end up like the once powerful ruling party of Japan which ruled that country for a long time i.e. the Liberal Democratic Party.

Heh, as many of you would have read by now, the Government decided to offer us big “ang pow” before Chinese New Year by charging us for our presence at the candlelight vigil commemorating the first anniversary of the BERSIH rally as well as to oppose the continued use of ISA.

Of course, you’ve read all about our arrest here and here. Both Weng San and I have yet to charge the police of assault, and yet they’ve decided to proceed to prosecute us “under instructions from the top”.

In the past, one could “almost” understand that action is taken if we march the streets, stop traffic, sit on the roads that actions would be taken. But in this case, we were on MBPJ property with councillors and Selangor state government exco present, lighting candles and singing the national anthem, and yet the police came in to beat up people without arms and charge them in court.  Of course, when the UMNO thugs take the streets, the police will give them security escort instead ;-)

It is of course, a classic case of intimidation. If any of us elected representatives are found guilty, under the law, the judge has no choice but to impose a minimum RM2,000 fine, and we’ll all be disqualified from our elected positions. Yes, it’s a concern, but I do know of other newly elected reps who have their charges outstanding since 1999 reformasi days… so yes, I’ll remain PJU MP for a while more yet ;-)

More importantly, as the Bar Council President, stated in the Malaysian Insider:

Bar Council president Datuk Ambiga Sreenevasan, who had shown up in support of the accused, said the charges were “completely ridiculous” and transgressed against the public’s right to participate in a peaceful demonstration.

She added that it was a waste of taxpayers’ money to prosecute the 21.

While in Malaysiakini:

Ambiga told reporters that the attorney-general should drop the charges and put in efforts to prosecute real crimes and not people exercising freedom of expression which is protected under the Federal Constitution.

“These people are not dangerous,” she said, adding that there are better ways where the government could have utilised the taxpayers’ money rather than to charge them.

I can’t agree more. With crime rates soaring, I’m sure we must one of the biggest criminal gangs in town, or worse, national security threats which required the Attorney-General’s office from Putrajaya to personal send of the “rising star” Deputy Public Prosecutors to handle the charges.

A CLOSER SCRUTINY OF NAJIB’S CALL FOR CHANGE

Barack Obama made history by becoming America’s first black president, swept to power by a huge call for change. Here in Malaysia, incoming premier Najib Abdul Razak too says he can hear the sirens for long overdue reform.

But there the similarity ends.

In his inauguration, Obama called for hope over fear, unity over discord and “that all are equal, all are free and all deserve a chance to pursue their full measure of happiness.”

In a post-mortem of the Kuala Terengganu by-election defeat, Najib however retreated into rhetoric heard hundreds of times before by Malaysians, especially since the March 2008 national polls.

“Umno must repent. We must change our culture and our attitude. We have to change at all levels so that we can win over the hearts of the people,” said Najib, who is also the incoming Umno president.

“Malaysians are mature enough to gauge their leaders. They are no longer impressed with the rhetoric of changes, which are nothing but plain rhetoric. They want results. They want to see actual changes taking place.”

The 55-year deputy prime minister and finance minister was referring to Saturday’s parliamentary by-election, where the Umno-led Barisan Nasional coalition lost to Opposition Leader Anwar Ibrahim’s Pakatan Rakyat.

The result will not change the balance of power in the country, but with 10 weeks to go before Najib formally steps into the top job in the country and in his party, the vote is seen as a test of his ability to unite and reinvigorate the Malay community and also the rest of the nation.

“Those voters (at KT) viewed the upcoming transfer of power from Abdullah Badawi to Najib less a promise of better things and more a threat of the same tired corrupt and corrosive ways of the past. The political status quo would only further divide instead of bringing us together. Malaysians were rightly fed up with this,” said veteran political watcher M Bakri Musa.

“Getting rid of its leader Abdullah Badawi will not alter Umno’s fate. A future with Najib Razak will be no solution either,”

Decades of lip service

If you are not Malaysian, you may wonder if Bakri was being a bit harsh. But if you are, then probably you would understand how it is like to be subjected to decades of double-speak and near-zero action. Chances are, you would have reacted with a few well-aimed missiles of your own.

‘Change’ was the platform that elevated outgoing Prime Minister Abdullah Ahmad Badawi’s campaign in the 2004 general election, helping him score a record win that all but snuffed out the opposition.

Bu Abdullah did not deliver on his electoral promises of weeding out corruption and extending Malaysians greater democratic space. So it was that in the March 8, 2008, general election that Malaysians voted in the country’s first-ever significant opposition.

They gave Anwar and his Pakatan coalition control of five of the country’s 13 states, as well as 48 percent of the popular vote.

A few days after the watershed poll, Najib had promised:

“Although the BN is disappointed over its failure to retain power in five states as well as its failure to obtain a two-thirds majority in Parliament, we accept the people’s decision with an open heart. We will continue to strive to regain the confidence of the people.”

Five months later, after leading Umno-BN to another flop at the Permatang Pauh by-election where Anwar won by a landslide 15,671-vote majority, Najib again said:

“We are prepared to make the necessary changes to regain public confidence in the BN. Although we lost, the BN will fulfill its pledges to the people of Permatang Pauh,

It is not in their interest to change

Unsurprisingly, feedback from the public since the KT by-election, has been one of cynicism laced with distrust.

Snide comments too have appeared in letters to the media – some constructive, some rude and many outrightly condemning. But all with the same underlying question: how many more wake-up calls do Najib and his Umno-BN need?

“The results at KT also point to endemic problems in BN, which are only likely to continue as the blame game has begun,” said political analyst Bridget Welsh.

“Najib’s presence only served to make the campaign a national contest. Malays outstation came home to send a message to Umno, and to Najib, of dissatisfaction.

Apart from frustration at his perceived slowness and inaction, Najib also comes laden with heavy ‘political baggage’. Having entered politics at age 22, Najib has 33 years of experience in top-level administration of the country. Yet few Malaysians can point out his achievements, even when prodded to.

Many however have heard of his indiscretions over alleged graft in multi-billion ringgit arms deals, transacted during his time as defence minister. Most Malaysians too follow the ongoing murder trial of Altantuya Shaariibuu, the Mongolian woman alleged to be his mistress, who was murdered here in 2006.

“The peppering of posters with the picture of murdered Mongolian woman Altantuya Shaariibuu illustrated the persistence of unanswered questions and, more broadly, Najib’s credibility gap involving the case,” Welsh added, as another possible point that led to the BN’s defeat at KT.

Other analysts point to the fact that perhaps Najib’s ‘lip service’ is deliberate.

Rather than risk a new environment with changes, Najib is more likely to revert to the past for direction – in particular his mentor, ex-premier Mahathir Mohamad, who ruled the nation with a fist of iron for 22 years.

Under Mahathir, the nation developed in terms of infrastructure, but lost irreparably in terms of increased racial polarisation, greater wealth disparity between high and low income groups, declining investor confidence and the flight of local talent.

“Why would Najib and Umno-BN rock their own boat. They are already in power. Chances are, they will take a gamble and try to ride it out. If the people want change, let them try to effect it. Not necessarily, the people will always win at the ballot box,” said a political analyst.

“Remember, the federal machinery has been under their control for 51 years, the civil service, the police, the armed forces, the election system – these are practically theirs to command.”
