A PRINCIPLED STANCE BY KEADILAN CENTRAL ELECTION COMMIITTEE

Press Statement by JPP – 8th September 2010

Jawatankuasa Pemilihan Pusat (JPP) was set up by the Parti Keadilan Rakyat (KEADILAN) to oversee the party elections 2010 as a result of a change in its Constitution where members choose all levels of KEADILAN leadership through direct “one man one vote” election system.

This very fundamental reform within the party is unprecedented and challenging as all its members now have the opportunity and responsibility to exercise their individual rights to have their choice of leadership by voting in good and effective leaders.

One of the first major preparation especially for a relatively young political party is to put into position a Code of Conduct for the party, which also include the code of conduct specifically for the party elections – including the dos and don’ts. Rules to govern all election processes, including the nomination of candidates had been prepared and so have training of election observers. Information on the election is being made available at the KEADILAN official web-site.

Creating the right environment for this direct election is based on the following principles:

· free and fair election

· level playing field

· party interest before self

· no money politics

· transparent processes

· exercising responsibility and accountability by all members

The nomination process for Cabang leadership is underway while the “heat” is on for the nomination and election of the Party’s National Leadership thus resulting in the JPP stepping in to reiterate the more obvious dos and don’t.

1. Allegations of money politics and smearing campaigns must be reported to the JPP. The practice of money politics is a very serious offence and if proven may lead to suspension from participating in the election process.

2. Statements made by candidates to solicit support must not undermind party image or cause disservice to the party, upholding party interest before self.

3. Individuals or group supporters cannot hold their media conferences or meetings at the party headquarters for campaign purposes. It was unfortunate that the press conference held to announce some MPs support for Azmin Ali was done in the party HQ without the HQ management’s knowledge.

All complaints should be directed to the JPP at KEADILAN HQ instead of airing them in the media, including personal blogs. It will not be in the interest of KEADILAN if dirty linen is washed in the public domain.

Majority of PKR MP’s Support Azmin Ali To Stand As Deputy President

Malaysiakini reported today that the majority of PKR’s representatives at both upper and lower houses of Parliament have pledged their support for Azmin Ali to contest for the party deputy presidency at the upcoming party polls.  Azmin, who is Gombak MP, has yet to officially state his intention to contest the post, but is widely speculated to do so soon.

Of PKR’s 24 MPs, 18 have pledged support for Azmin while two out of three senators have expressed the same.

At a press conference at the party headquarters today, PKR supreme council member Kamarul Baharin Abas said that having Azmin as the deputy president would complement incumbent president Dr Wan Azizah Ismail’s leadership.

“Azmin is a senior leader, who has undergone tough challenges; and he has been humiliated by his family in facing the challenges of reformasi,” said Kamarul, reading from a joint statement.

“When leaders from the same struggle abandoned the party for wealth and positions, Azmin stood firm and fought to defend the people,” he said, attempting to sell their choice candiate to the grassroots.

“The duty of shaping the culture of new politics in this country has to be translated by the leaders of Keadilan who have embraced the direction and the struggles of the party now and in the future,” said Kamarul.

Kamarul added that PKR’s direct election is “more meaningful” as the top leadership has the responsibility to carry forward the party’s desire for change.

Also elaborating on Zaid Ibrahim’s claim that members were attempting to hinder his candidacy, Kamarul said, “That is just an allegation. Besides, how could there be an attempt to topple if he does not even have a position in the party in the first place?”

Only a fraction of pro-Azmin MPs were present at the press conference today.

Other MPs present were Zuraida Kamaruddin (Ampang), Johari Abdul (Sungai Petani), S Manikavasagam (Kapar), Loh Gwo Burne (Kelana Jaya) and Amran Abdul Gani (Tanah Merah).

The remaining 12 are Abdullah Sani (Kuala Langat), Fuziah Salleh (Kuantan), Azan Ismail (Indera Mahkota), Hee Loy Sian (Petaling Jaya Selatan), Dr Lee Boon Chye (Gopeng), Ab Aziz Ab Kadir (Ketereh), Yusmadi Yusoff (Balik Pulau), Rashid Din (Merbok), Tian Chua (Batu), William Leong (Selayang), R Sivarasa (Subang) and Ahmad Kasim (Kuala Kedah).

The two senators are Mustafa Kamal from Penang and Zamri Yusof from Kedah. PKR has a total of three senators, with the third being Syed Husin Ali who is the incumbent party deputy president.

Other than Azmin himself, five other PKR MPs who are not in the group are Anwar Ibrahim (Permatang Pauh), Nurul Izzah (Lembah Pantai), Saifuddin Nasution (Machang), Khalid Ibrahim (Bandar Tun Razak) and N Gobalakrishnan (Padang Serai).

On 3rd September, the Village Development and Security Commiittee of Sungei Dua gave away rice, sugar and other goodies to 40 over poor families. The Chairman Roslan and Local Councillor Lim Boo Chang presided over thi simple but meaningful ceremony in this holy month of the Muslims.

In the early morning of 6th September, Shahul Hamid, a Pariti Keadilan youth leader of Sungei Dua, together with his mates, put up 2 star-shap big lanterns to welcome Hari Raya Adilfitri and attracted the attention of the locals.

PKR Bukit Gelugor Division Nomination Episode

As decided by the PKR Central Commiittee, all the party’s divisions in the country have to carry out their electons within September and October this year.

New division committees and national delegates will then be elected in the annual general meeting of the divisions respectively.

Many divisions already conducted their nominations, and the Bukit Gelugor Division, Penang, also carried out its nomination today from 10am to 4pm.

Raveentheran, the assemblyman of Batu Uban and PKR Bukit Gelugor Division chairman, carried a stack of nomination forms to the Division’s nomination center at the JKKK Taman Brown Hall at about 3.50pm , 10 minutes before closing time.

Raveenteran is also PKR’s Deputy Secretary General and Deputy Chairman of Penang state.

It is an election rule of PKR that the annual fee of RM2 each must be paid by all the candidates, their proposers, and seconders latest by the nomination day and before nomination closed.

Raveentheran was not able to do that successfully. 2 more stacks of his nomination forms actually arrived after 4pm.

Moreover, he also seemed to have had breached the rule of representation in the party election, which strictly requires either the candidate, his or her proposer and seconder to be there in person to submit the nomination forms to the party election officers. He, as the Division incumbent chairman, claimed to be able to represent all those who were not there by submitting nomination forms on their behalf.

In any event, it is noted that 8 sets of his nomination forms were received, whereas 22 sets of his nomination forms were rejected by the party’s election officers on duty there for late submission. A final decision, however, is expected to come from the Party Headquarters before 8th September, when all nominations received would be posted in the same Hall for members’ objection.

The Parti KeADILan Rakyat (PKR) Bukit Gelugor Division will have its nomination of posts for the next official term on 4th September, 2010 (Saturday) from 10am to 4pm at JKKK Taman Brown’s Hall.

The Division’s Annual General Meeting and Election will be held on 3rd October, 2010(Sunday), also from 10am to 4pm, at the Community Hall on top of the Taman Tun Sardon Market.

Division members are expected to ecercise their democratic rights to choose a new Commiittee to serve their interests best and to promote of the party’s goals of struggle.

However, Division members are yet to be notified by way of official Notice as prescribed under the party constitution as at today.

Buka Puasa of Penang State Government

On 23rd August, the Penang State Government hosted a ‘Buka Puasa’ (Opening of fast for Muslims) event at Komtar 5th Floor. Chairing of the event was by Dato Halim, the Speaker of the Penang State Assembly, whereas Lim GuanEng, the Chief Minister, together with his Deputy Dato Mansor Othman delivered their speeches, before the dinner at 7.35pm.

A representative from the Malaysian team which just returned from its visit to Laza gave an eye-witness account of the plight of the Palestinian people in Laza.

The participants were also briefed of the latest unscrupulous tactics by UMNO/BN to use the issue of race, religion, and the Royalty to fan up for their support. The latest twist of their wrong- doings was to smear Guan Eng as allegedly wanting to replace the Yang di Pertuan Agong (the Malaysian King) as headlined in Utusan Malaysia, an UMNO/BN controlled Malay daily, which was nothing but a total falsehood.

ANWAR ON IMPORTANCE OF UNITING 2 TYPES OF MEMBERS

At the opening ceremony of a new PKR Bayan Baru Division Office, Dato Seri Anwar Ibrahim emphasised on the importance of working together of 2 types of party members.

He said, one type like Dr. Ron Tan Kee Kwong, son of the late Dr. Tan Chee Khoon and a former Deputy Minister from Gerakan, is commiitted to work for PKR, and it includes numerous other individuals for which he could not name all.

The other type, according to him, are members who have been in the party since its formation, and they are also actively working for the party too.

The above remark was made timely by the PKR’s de facto leader against the background of attempts by some people to create a conflict within the party by stereotyping party members.

The opening of the Bayan Baru new office  marked the beginning of the division in the post Zarain period. Dato Zarian, the current Bayan Baru MP  and the previouly the Division Chairman who left the party not long ago by declaring to be independent, managed only to get one  Division Committee member to leave with him. The vast majority of the Division members remain intact and loyal to the Party. Lately, the Division membership has shot up about 10 folds to become more than 15,000 members. That speaks loudly for the present strengh of PKR in Bayan Bary.

Dato Mansor Othman, the PKR Penang State Chairman who is also the First Chief Minister of Penang, Tan Seng Keat,  the Division’s Acting Chairman, Senator Dato Pak Muss and Nyarasegeran, both are the DivisionVice-Chairmen, Wanita and Youth leaders, and many others were all there too.
